This timing is somewhat notable given that the second Trump administration has closed numerous federal agencies responsible for monitoring and reporting on foreign influence operations. Additionally, White House representatives indicated that portions of this information, much of which had been publicly available for years, were deliberately kept from top elected officials, including Trump himself, for political motivations.
Trump intends to emphasize several key points during his remarks. He will assert that substantial weaknesses exist within American voting equipment. He will also claim that China has acquired voter information belonging to millions of citizens. Furthermore, he plans to address allegations of widespread voter registration fraud committed by Democrats in Michigan. What the Documents Actually Reveal

However, once that additional underlying information was carefully evaluated, the source noted it was not considered consequential or credible enough to include in the final compilation.
Specific Findings on Voting Systems
The White House has declassified intelligence reports stating that American voting machines are vulnerable to hacking by at least five foreign powers. One National Intelligence Council report from January 2020 presented a worrying conclusion that Russia, China, Iran, and North Korea possess the capability to access and potentially manipulate US election data, including centralized voter registration databases and pollbooks.
Nevertheless, the report emphasized that because American elections operate in a decentralized manner, managed by individual states and counties, any security breaches would probably remain localized. The document stated it would be difficult to manipulate data on a wide enough scale to alter the overall election outcome.
The White House also highlighted that documents show Venezuela conducted an experiment on voting machines that swapped votes in a manner undetectable during post-vote audits or hand counts. The voting machines in question were manufactured by Smartmatic, a company that Trump allies have incorrectly accused of rigging the 2020 US election, primarily due to its historical connections with Venezuela. A declassified CIA memo from June clarified that the US intelligence community determined in 2006 that Venezuela and Smartmatic lacked the capability to manipulate the outcome of elections outside Venezuela. The report further noted that when Venezuela did manipulate its own elections, it was possible because officials had insider access to voting systems—access that Venezuelans obviously would not possess for US elections.
Smartmatic software is currently only used in one jurisdiction across the United States, according to available information.
