A prime example occurred recently when Trump declared the US would assume control of the Strait of Hormuz. He proposed acting as the region’s guardian while imposing a twenty percent levy on shipping traffic. This announcement clashed sharply with prior administrative positions regarding maritime fees. Secretary of State Marco Rubio had previously emphasized that any tolling mechanism would be deemed unacceptable by the international community. He further noted that such a move would likely violate legal standards.

“We’ve always said a tolling system in the strait would be unacceptable. But we don’t just say that; the world has said that,” Secretary of State Marco Rubio said in May. He also said it would be “completely illegal, by the way.”
